Talk: Achievements and Legacy of Sir James Lockhart

Why We Recommend it
Multidisciplinary planner Alan MacDonald revisits the career of Sir James Lockhart, examining his influence on colonial Hong Kong and beyond.
Description
Led by Alan MacDonald, this talk revisits the life and legacy of Sir James Lockhart, a pivotal figure in 19th-century Hong Kong. From his arrival in 1882 to his appointment as colonial secretary in 1895, Lockhart played a central role in shaping the city’s administrative and civic development. A skilled linguist and sinologist, he fostered strong ties with the Chinese business community while contributing to Hong Kong’s institutional growth. Yet his career was marked by tensions with the British Colonial Office, ultimately redirecting him to Wei Hai Wei. His story reflects both the ambitions and contradictions of colonial governance, as well as the lasting imprint of individual actors on the city’s evolution.
A Glasgow-born urban planner and long-time Hong Kong resident, MacDonald brings this history into focus. A director at Urbis for over three decades, he has led development planning, the master planning of human settlements and urban design projects across Hong Kong and internationally in places like mainland China, Africa, the Middle East and India. His projects have won over 50 design awards and won the RTPI Award for Design Excellence in 2017.
